Many investors hope to leave a legacy of lasting value, but many are not aware of the potential for using EB-5 investments to fund charter schools.
When EB-5 funds are used to build new charter schools several benefits accrue to investors, at least in terms of feeling more comfortable about their at-risk funds. Typically, the construction of the school buildings are funded by an NCE that loans the aggregate funds to the project to be paid back as a mortgage or lease.
The privately-run school leases the facilities from the NCE, but the state and local governments are the source of funding for all of the operational expenses – which includes the lease payments. Each investor holds a first position as a lender for a facility whose payments are virtually assured.
